Martin County CRA Form Based Code

PROGRAM & ROLE:

In August 2018, Council entered an Interlocal Agreement with the Martin County Community Redevelopment Agency (CRA) to re-write the Land Development Regulations (LDRs) for the six CRA areas throughout Martin County.  The six CRA areas include Jensen Beach, Rio, Old Palm City, Hobe Sound, Port Salerno, and Golden Gate and encompass the older, historic areas of the county.  The due diligence and public outreach/approval process for the six CRA areas totaled over 110 individual interviews and nearly 40 public meetings.

Early in the effort of the code re-write process it became apparent that a wholesale, structural reconfiguration of the CRA codes would be necessary if the endeavor weas to be successful.  A new chapter in the Martin County Comprehensive Plan (Chapter 18), and a new Article in the Land Development Regulations (Article 12), both dedicated to the CRA areas, were created simultaneously to deliver the best coordination between the regulating documents.  A Future Land Use Map amendment, new Land Development Regulations, and a Zoning Atlas amendment, all county-initiated, were adopted for each of the CRA areas.  Chapter 18, Article 12 and all of the CRA LDR re-writes have been adopted and are effective.
