TEN-YEAR POWER PLANT SITE PLAN
Each year, every major electric utility in the State of Florida produces a ten-year site plan that includes an estimate of future electric power generating needs, a projection of how those needs will be met, and disclosure of information on the utility’s preferred and potential power plant sites. The Florida Public Service Commission (FPSC) requests Council review the most recent ten-year site plan prepared by FPL/Gulf and provide comments to the FPSC.
The memorandum & report below summarizes FPL plans for future power generation and provides comments for transmittal to the FPSC. Council urges FPL and the State of Florida to continue developing new programs to:
- Reduce the reliance on fossil fuels as future energy sources,
- Increase conservation activities to offset the need to construct new power plants, and
- Increase the use of renewable energy sources to produce electricity.

FLORIDA ENERGY RESILIENCY REPORT
The Florida Energy Resiliency Report is the result of joint participation by all regional planning councils in the state. In 2011, the U.S. Department of Commerce, Economic Development Administration (EDA) awarded Tampa Bay Regional Planning Council funding for the project. Tampa Bay Regional Planning Council contracted with Council and other regional planning councils to assist with the analysis and data collection in their respective planning areas. The regional planning councils worked together in association with EDA, the U.S. Department of Energy, and the Florida Office of Energy to identify strategies to diversify Florida’s energy future and reduce reliance on foreign energy sources.

ENERGY PLANNING IN THE TWENTY-FIRST CENTURY: A GUIDE FOR FLORIDA COMMUNITIES
In order to facilitate energy planning, in 2009 Council developed an advisory report, Energy Planning in the Twenty-First Century: A Guide for Florida Communities. The document includes major sections dealing with coordinated energy planning, energy efficiency and conservation, greater use of solar and other clean alternative energy resources, sustainable communities, energy-efficient buildings, and energy-efficient transportation systems.
The energy planning guide includes a comprehensive set of energy-related goals, strategies, and policies. Many of the policies are appropriate for inclusion in local government comprehensive plans. The document also contains a variety of other energy-related information. The use of this document should enhance awareness of energy issues and lead to a cleaner environment, more sustainable communities, and a higher quality of life.
