Request for Proposal CDBG-MIT Modeling Services: Extreme Rainfall

The East Central Regional Planning Council (ECFRPC), the Treasure Coast, North CentralNortheastCentral, and Tampa Bay Regional Planning Councils (RPCs) have been awarded $1.499M by the Florida Department of Economic Opportunity (DEO) Rebuild Florida, Community Development Block Grant-Mitigation (CDBG-Mitigation) General Planning Support Program to conduct the first Regional Joint Mitigation Resiliency Project ultimately developing a statewide framework for regional mitigation planning for flood vulnerabilities. The six RPCs are collaborating to complete this project that will take place over 3 years and engage local, regional, and State level experts and stakeholders.

The RPCs will collaborate to provide a network of community partners setting forth a single consistent methodology for vulnerability, risk analysis, and assessments with reduced focus on county political/geographic boundaries to identify potential multi-jurisdictional and/or multi-county solutions. This methodology benefits local jurisdictions with unique projects that could potentially solve multiple regional problem areas, i.e., flooding, by identifying unified projects that cross jurisdictional boundaries. The multi-regional collective approach will result in a highly successful innovative project allowing regions to work collaboratively with each other, widening the resilience framework to encompass multiple regions of the State and as such, engaging hundreds of community partners, agencies, and stakeholders.

The project seeks to fill identified gaps in regional resiliency planning efforts by including impacts of inland county flood hazards and will include Future extreme rainfall modeling, mitigation needs assessment, small area mitigation plans and templates that identify priority mitigation areas, and a regional resiliency exposure tool that identifies geographical risk areas with user interactive best practice applications.

Submission Deadline: All responses to this RFP must be received in the offices of the East Central Florida Regional Planning Council (455 N. Garland Avenue, Suite 414, Orlando FL 32801) no later than 4:00 PM on May 31, 2022.
