New policies and changing ways of thinking take time. It takes five years to begin building initial confidence in new ideas and change attitudes, five to ten years before there is a change in how money is invested and developments are built, and ten to twenty years before there is a full acceptance of the ideas and the ideas become the normal way of doing things. The TCRPC should continue its course by offering suggestions and recommendations and educating the Region.
