Since the Strategic Regional Policy Plan is not a mandate, the TCRPC must influence local governments through logic and reason. The TCRPC sees local governments adopting Strategic Regional Policy Plan elements into their local plans because the approaches in the Strategic Regional Policy Plan work and rose to the top as the best way to solve problems.
