The Florida Legislature also charged regional planning councils with defining how they wanted their regions to look. It limited the regional plans to six elements: affordable housing, economic development, education, emergency preparedness, regional transportation, and natural resources of regional significance. The TCRPC took the Legislature's mandate one step further. It created a vision for the Treasure Coast Region, and all the goals and policies tie into the vision. The Vision, or Future of the Region, section of the Strategic Regional Policy Plan discusses the settlement of the Region from the regional level all the way down to the town, neighborhood, and street. It explains a more efficient way of settling the Region and illustrates its vision with illustrations. It describes a holistic new way of planning for future growth that would not repeat the mistakes of the past.
