The Policy Plan Committee concluded that the problem facing the Region is not a process problem. The State of Florida has one of the best growth management processes in the country. The problem facing the Region is a planning problem. The TCRPC did not want to simply rewrite their plan like other regional planning councils. The TCRPC wanted to get at the root cause of the problems facing the Region-inefficient patterns of development.

The TCRPC adopted the Strategic Regional Policy Plan in 1995. It illustrates the differences and the costs between different types of development.
