The most important issue the Region faced was land consumption. The Policy Plan Committee asked staff to test land consumption. The TCRPC discovered that the Region is settled at about one person per acre. Land consumption is the quietest issue yet impacts the Region the greatest. If one person per acre is what the Region desires, it must also understand the cost of its decision.
