Dispute
Resolution Program
Pursuant to Sections 186.502 and 186.509 of the Florida Statutes,
Regional Planning Councils must make available a dispute resolution
process to reconcile differences between or among local governments,
regional agencies, and private interests on planning and growth
management issues. This process must be established by rule. The
voluntary dispute resolution process for the Treasure Coast Region
is adopted as Rule 29K-4 of the Florida Administrative Code.
With the continuation of rapid growth and change in the Treasure
Coast Region, an increase in conflicts is occurring. These include
conflicts related to annexation, service boundaries, land use and
development, multijurisdictional transportation networks and roadway
expansion, and the siting of public and private infrastructure facilities
such as airports and landfills.
The Treasure Coast Regional Planning Council has been trained in
mediation and conflict resolution and has access to other resources
that can be utilized to address conflicts and resolve disputes.
