Local Comprehensive Planning Assistance
TCRPC provides assistance on growth management issues upon request
to all local governments in the region. Examples of assistance provided
include advise on comprehensive plans and plan amendments, evaluation
and appraisal reports, and land development regulations. TCRPC also
provides technical assistance to local governments on issues such
as conservation easements, sustainability, and mixed use development.
In addition, one of the Regional Planning Council's primary statutory
responsibilities is the review of local government comprehensive
plans and amendments. This includes the following:
- review of plans and plan amendments for consistency with the
TCRPC's Strategic Regional Policy Plan for the Treasure
Coast Region
- review of plans and plan amendments for extrajurisdictional
impacts with the comprehensive plans of affected local governments
- recommendation on the necessity of a formal review by the Department
of Community Affairs, pursuant to Section 163.3184(6)(a), Florida
Statutes
TCRPC's review of comprehensive plan amendments is concerned primarily
with the effects of the amendment on regional resources and facilities
as identified in the Strategic Regional Policy Plan and extrajurisdictional
impacts. Regional planning councils can request the preparation
of an Objections, Recommendations, and Comments (ORC) Report if
there are potential impacts to significant regional resources and
facilities.
The TCRPC's library contains the only repository for local government
comprehensive plans for all 54 local governments in the Region.
The library also contains a number of other documents such as sub-area
plans, land development regulations, and evaluation and appraisal
reports.
